As for persons with psychiatric disabilities, we are making effort on establishing their rights and improving their conditions, but a lot of problems remain unsolved. Hence, we must do our best to change the education system for children and youth. CRPD stipulates that inclusive education for children with/without disabilities and require the ratified countries for implementation. &lt;p&gt;”Through this small grant, it is my sincere hope that Boeing can make a meaningful contribution to your efforts, and that the result will be increased independence and peace of mind for disabled persons in the Tohoku region,” Boeing Japan president Mr. Michael Denton said at a presentation ceremony on March 7, 2012. The inventory of the grant was handed from Mr. Denton to DPI-Japan chairperson Misawa at the ceremony held at DPI-Japan office.&amp;nbsp; Running cost of Focal Relief Centers for next two years and purchase of 6 adapted vehicles for the most needed transportation service will be taken care of with this grant. &lt;/p&gt;

&lt;p&gt;Receiving this support, we invited Mr. Graddy, Boeing Japan staff, to see the activities of Relief Headquarters and Focal Relief Centers. Among local staffs who are victims themselves and staffs of Boeing Japan, we have studied current status and difficulties in the affected area and had discussions to find out necessary support as new social capital for living in the community in Tohoku region. &lt;/p&gt;

&lt;p&gt;The Headquarters of the Government and Ruling Parties for Social Security Reform reported July 1, 2011 the definite plan for the comprehensive reform of social security and tax (hereinafter referred to as “the definite plan”) to the Cabinet, which has not been decided in the Cabinet yet. It is likely that Democratic Party of Japan is planning to discuss with the opposition party and make arrangement based on the definite plan in order to make a draft law within 2011.&amp;nbsp; Mr. Noda, the present Minister of Finance, is elected to be the next prime minister while I am writing this article. When this is published, the Noda administration will have started.&amp;nbsp; &amp;nbsp;Great attention is paid on how the new Cabinet handles this issue as well as the framework proposal for the Comprehensive Welfare Law which is supposed to be finalized on August 30, 2011. &lt;/p&gt;

&lt;p&gt;For the disability issues, the definite plan only mentions “fulfillment of comprehensive disability policy (which supports every person with disability with no exclusion, and community lives), measures for persons with intractable diseases and secured community model in disaster recovery”.&amp;nbsp; At temporary schedule, discussions at the Panel for Comprehensive Welfare Service will be done until December, 2011 and the Comprehensive Welfare Law will be submitted to the Diet in January-March, 2012. That’s all mentioned in the definite plan.&amp;nbsp; If we only see the definite plan, it seems that the Comprehensive Welfare Law will be made based on the framework proposal, but there is no guarantee.&amp;nbsp; It would be possible that the definite plan will be used as a reason why the law cannot be made based on the framework proposal during the process of discussion. &lt;/p&gt;

&lt;p&gt;So what makes us worry?&amp;nbsp; Firstly, the purpose of the definite plan is to secure the fund of social security policy and assurance of sound financial status.&amp;nbsp; To attain this purpose, there are three measures suggested; 1) gradually increase Consumption Tax up to 10% until the middle of 2010s, 2) expand social security expenditures including measure for declining birthrate, not only for the elderly (medical, pension and care), 3) introduce social security number system for taxation as well.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;Even though Personal Income Tax to reduce inequality and promote income distribution and tax on estate are mentioned in the Clause “Comprehensive Tax Reform”, what we need to focus is that only Consumption Tax is mentioned in detail.&amp;nbsp; If tax are increased, there’s no guarantee that it will be used for social security.&amp;nbsp; It is regarded that tax increase is to enforce social security system and maintain sustainability. 1% increase of Consumption Tax makes approximately 2.5trillion yen. So if Consumption Tax is increased up to 10%, 12.5trillion yen will additionally become revenue for social security. But it won’t be fully used. 1% will be used for system sustainability, another 1% will be used for enforce the system with policy reform and rest of it (7.5trillion yen) will be compensated with general revenue, the source said.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;I am sure that there would be opinions say “Even 1% of Consumption Tax should be used for social security” or “Financial reform also is important. There is no choice but tax increase”. What I am concerning is if the revenue is used for disability policy. The plan for the elderly aims the following up to 2025; 1) to increase users of group home and multi-functional small facility from 210,000 to 770,000 per day, 2) to increase users of home care service from 3.35million to 5.1million per day.&amp;nbsp; It is appreciated that in-home care system for the elderly also is being promoted. Standard of hospitalization, however, was shortened from 20 days to 9 days. Even for persons at highly acute phases, the standard was shortened the length only for 15 days.&amp;nbsp; It aims to decrease 5% of number of outpatients and 3% of number of persons who need nursery care and plans to make recipients of public assistance pay their medical expenses. To shorten the length of hospitalization and return to the community, it is necessary to fulfill and enforce social support for social work and empowerment rather than medical treatment. The government has not taken care of these things. Promotion of care management and service centralization which are mentioned in the definite plan seem to be the countermeasures of hospitalization issue, but the current care management is nothing but combination of services of the nursing care insurance system. Moreover, what worries us most is that the definite plan emphasizes on complete efficiency of the payment system. We have to remember the Reform Grand Design, which was the base of the Services and Supports for Persons with Disabilities Act, was supposed to make “efficient payment system”. Expanding social security expenditures for the elderly (medical, pension and care) has to be regardless of age. Therefore, however the government may explain that “the nursing care” in the definite plan means the nursing care insurance for the elderly,&amp;nbsp; we cannot trust that persons with disabilities is the exception of the system.&amp;nbsp; For instance, “Social security number system”, which is supposed to combine social security and tax, includes disability field because it introduces limit of amount to be borne in every field such as health care, elderly care and child care.&amp;nbsp; It seems to be acceptable to set limit of amount to be borne, but there is possibility that the services may be based on its amount to be borne because tax payments and services are managed together. And there could be limit of public services shown by the government saying that persons who need more than given services pay for services. Thus the definite plan has a lot of points to be worried while it suggests important concepts like “guarantee of participation”.&lt;/p&gt;

&lt;p&gt;The conclusion is, as I see it, it is outstanding in the integrated tax and social security reform that it emphasizes on complete efficiency of the payment system. The government is trying to decide on the overall reform in accordance with the definite plan while they say the disability policy will be prepared with the discussion of the Committee for disability policy reform and the Panel for Comprehensive Welfare Service. And they divide public opinion by spreading the worn-out phrase “It cannot be supported by citizen” through press room of Ministry of Health, Labour and Welfare. Otherwise disability issues and our voices are ignored because this field is basically not popular. To avoid it, now is time we need to do our best to make our voice. &lt;/p&gt;</content:encoded>

&lt;p&gt;We have been supporting marginalized persons with disabilities in collaboration &lt;br /&gt;with local people. More support is needed to continue our activities.&lt;/p&gt;

&lt;p&gt;Through the support of our many friends and colleagues overseas as well as people in Japan, we, at “the Relief Headquarters for Persons with Disabilities of Tohoku-Kanto Great Earthquake” have been able to provide various supports to people with disabilities affected by earthquake and tsunami.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;Since the establishment of Headquarters, Relief Focal Centers have been set up in prefectures of Miyagi, Fukushima and Iwate to coordinate activities locally attending the needs of individuals with various people with disabilities and their families.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;We would like to inform you that we will put on hold of English updates temporarily.&amp;nbsp; As we progress further in assisting individuals and families locally, we are attending more and more personal/private needs which cannot be disseminated publicly.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;We will, however, inform you time to time on major progress through DPI-Japan’s English website.&amp;nbsp; &lt;/p&gt;

<content:encoded>&lt;p&gt;(1)From Focal Relief Center &amp;amp; Relief Headquarters&lt;br /&gt;Because of many supports and volunteers, we, Relief Headquarters, were able to be a part of reconstruction efforts since right after the earthquake. We appreciate from the bottom our hearts.&amp;nbsp; &lt;br /&gt;The Relief Headquarters terminated accepting new volunteers at “Focal Relief Centers” in Iwate, Miyagi, and Fukushima by the end of August. From September, we continue to assist by hiring locals in order to activate communities.&lt;/p&gt;

&lt;p&gt;(2)Activity situation of Focal Relief Center&lt;br /&gt;At Focal Relief Center in Miyagi and Iwate, regularly 8-10 volunteers from all over Japan are supporting through talking with persons with disabilities living at temporally houses, helping with transportation to hospitals and groceries, and bathing.&amp;nbsp; Through the visit to each temporary house, it became apparent of cases of individuals’ serious needs such as communication difficulty by deaf elderly and multiple persons with disabilities in one family.&amp;nbsp; At the same time, spotted and isolated disabled people are starting to be in contact and increasing locations for gathering.&lt;/p&gt;

&lt;p&gt;[Iwate]&lt;br /&gt;From mid. June to August, an Independent Living Center, Mainstream Association of Nishinomiya-city, Hyogo has lead ‘Persons with Disabilities dispatch project’ [Person with disabilities supported by persons with disabilities (Peer support Activity)].&amp;nbsp; In Iwate, most of persons with disabilities live at group facilities or with families.&amp;nbsp; There are few living independently and they do not often go out.&amp;nbsp; We have arranged person with disabilities visit them to listen to their needs and discuss about independent living with the objective of empowering them. So far 7 pair of a person with disabilities and a staff have visited coastal areas like Tanohata-village, Miyako-city, Yamada-town, Otsuchi-town, Kamaishi-city, Ofunato-city, and Rikuzentakata-city.&lt;/p&gt;

&lt;p&gt;[Miyagi]&lt;br /&gt;Headquarter of Sendai-city, Watari-town/south of prefecture, Tome-town/north of prefecture these bases have kept finding awaiting disabled people at individual housings and support their needs. On the other hand, Center Miyagi had hosted an event [Talk with Mr. Rokusuke Ei and Mr. Hitoshi Komuro meeting in Nagamachi] at Nagamachi temporary community square in Sendai city on August 23, 2011. That was planned for people at the temporary housing to have a little fun and relaxing time.&lt;br /&gt;We visited every 130 temporary houses to advertise this event and to talk about our support activity mainly for persons with disabilities.&amp;nbsp; Many people participated in the event despite rainy night. (Mr. Rokusuke Ei and Mr.Hitoshi Komuro have been supporting the disaster relief activity for persons with disabilities for ten years as spokespersons of Yume-Kaze Fund.)&lt;/p&gt;

&lt;p&gt;[Fukushima]&lt;br /&gt;Through the request by Prefecture government, Independent Living Centers are providing supports for people at temporary housings, responding to the needs of persons with disabilities, and investigation of radiation damage.&amp;nbsp; And Center Fukushima has conducted a survey to 1139 registered people with disabilities since April 30, 2011 by the request of Minami Soma-city government. The results of this survey were submitted to Mr. Katsunobu Sakurai, the Mayor of Minami Soma, with a meeting on August 29, 2011. This was only the case that the support group cooperated with Municipal government in conducting a survey for individual disabilities with disclosure of individual information by officials despite privacy protection issue. We expect this will affect other municipalities, methods of the support activity, and the countermeasure for ‘People who need assistance in disaster’.&amp;nbsp; While we have gained overall picture of the situation of persons disabilities (492 people living in the city and the number of confirmed deceased), we need to find out more information (about 600 people including those who left the city).&lt;br /&gt;-Here is the report and the results of survey&lt;br /&gt;&lt;a href=&quot;http://www.dinf.ne.jp/doc/JDF/0829_houkoku/index.html&quot;&gt;http://www.dinf.ne.jp/doc/JDF/0829_houkoku/index.html&lt;/a&gt;&lt;/p&gt;

Furthermore, we are making visual materials about situation of after disaster, images of shelters and relief activities from the view of person with disabilities.&amp;nbsp; We hope to share broadly among disability community, government/municipal officials, organizations and other stakeholders in order to help disaster prevention/reduction and reconstruction/recovery. &lt;p&gt;The 27th Japan National Assembly of Disabled People’s International (DPI, Chairperson, Satoru Misawa) started at the Jichi-Kaikan of Naha on 18th.&amp;nbsp; It is the first assembly held in Okinawa.&amp;nbsp; As part of the 2011 action policies, special subjects concerning the support for the affected areas of the Great East Japan Earthquake were discussed.&amp;nbsp; It was approved that through the “Relief Headquarter for Persons with Disabilities of Tohoku-Kanto Great Earthquake” which DPI had taken the lead in launching, (1) to establish a support system through the Focal Relief Center for the Persons with Disabilities in the affected areas, (2) to secure evacuation centers for the people with severe disabilities who evacuate voluntarily due to the accident of nuclear plant, (3) to ensure participation in planning of the reconstruction program of the affected areas (4) to deliver petitions to the government in collaboration with other organizations.&lt;/p&gt;

&lt;p&gt;At the assembly, some serious situations that has become apparent after the disaster have been reported.&amp;nbsp; For example, there were considerable delay in confirming the safety of persons with disabilities who were cared primarily by their family members who did not have strong network within the community, the poorly-managed evacuation plan by the government that lacked consideration for the person with disabilities and the planned energy blackouts which could jeopardize the life of those with ventilator users.&lt;/p&gt;

&lt;p&gt;It was also approved that the action policies of the 2011 include the activities for the establishment of the Disability Discrimination Act and the promotion of the establishment of comprehensive Welfare Law in order to ensure community support system .&lt;/p&gt;

&lt;p&gt;The second day of the assembly will start at 9:30 at the same venue.&amp;nbsp; The major event, National Assembly, and various committee meetings will be held until 4:30.&lt;br /&gt;(Ryukyu-Shinpo, June 19, 2011)&lt;/p&gt;

One way was to find out the needs in the current difficult situation and to build a relationship with them so that we can provide specific and continuous livelihood support.&lt;br /&gt;&lt;br /&gt;For example, we accompanied the person with a developmental disability in the shelter and provided livelihood support.&lt;span style=&quot;mso-spacerun: yes&quot;&gt;&amp;nbsp; &lt;/span&gt;We spent time together going for a walk, shopping at a nearby store and so on.&lt;br /&gt;&lt;br /&gt;People in the shelter are surrounded by the same people 24/7. So it seemed that they needed some outsiders like us, volunteers, to spend time with them for a change and such activities might lower the stress level even though it was only for a short time.&lt;br /&gt;&lt;br /&gt;The person with developmental disability and their unique behaviors and life styles in such a closed environment had an impact on relationships with others and in some cases caused more frictions. &lt;br /&gt;&lt;br /&gt;The other way to support was to visit shelters and temporary houses to identify specific needs like the ones mentioned earlier.&lt;br /&gt;&lt;span style=&quot;mso-spacerun: yes&quot;&gt;&amp;nbsp; &lt;/span&gt;&lt;br /&gt;Temporary housing comes with standardized equipment, toilets, bathtabs and those are not tailored to the needs of persons with disabilities.&lt;br /&gt;&lt;br /&gt;We talked with a person who was living independently in his accessible home before the earthquake is now living in the temporary housing. He couldn&#39;t even go to the toilet without assistance and this has put a great burden on his wife, so they both are going through a hard time.&lt;br /&gt;&lt;br /&gt;[Reflection on the support activities]&lt;br /&gt;It was only about a week or so, but I learned about the difficult situation people with disabilities were in, in particular those in the shelters or the temporary housing which I visited to assess the situation.&lt;span style=&quot;mso-spacerun: yes&quot;&gt;&amp;nbsp; &lt;/span&gt;There is a wide gap in terms of welfare service between rural areas and urban areas.&lt;span style=&quot;mso-spacerun: yes&quot;&gt;&amp;nbsp; &lt;/span&gt;I came to know the difference on how the persons with disabilities are treated depending on where they live.&lt;span style=&quot;mso-spacerun: yes&quot;&gt;&amp;nbsp; &lt;/span&gt;I believe it&#39;s imperative to rebuild the welfare services for persons with disabilities in the future reconstruction process. &lt;br /&gt;&lt;br /&gt;The support activity at the disaster hit area seriously requires prompt actions.&lt;span style=&quot;mso-spacerun: yes&quot;&gt;&amp;nbsp; &lt;/span&gt;I could not even imagine the difficulty faced by people with disabilities at shelters in situations that they could not voice their needs or problems while they are enduring.&lt;br /&gt;&lt;br /&gt;In the meantime, I also felt the need of calmly evaluating their life situation even before the quake. The welfare systems in this country may not solve this problem easily in these severe situations, especially with financial limitations, however, if there is such a great difference in the availability of services between different geographical locations, the quality of life (QOL)for people with disabilities will also be quite different.&lt;br /&gt;&lt;br /&gt;To bring such social change, I felt it&#39;s absolutely necessary for the people with disabilities themselves to voice their opinions in the process of reconstruction forward. &lt;br /&gt;&lt;br /&gt;(Male, a worker at a organization for the disabled persons, a nurse) &lt;br /&gt;&lt;/span&gt;&lt;/p&gt;</content:encoded>
