Report from Fukushima and Miyagi Prefectures (18 March)

Information from Japan Council on Independent Living Centers (JIL).

<Situation in Fukushima Prefecture>

  Yesterday, Potato Farm, led by Mr. Sano of CIL Kohoku, left Shiga to bring aid materials to Koriyama city through Niigata.  On the way, they received additional materials Fukui Com-Supo and ALS Association.  They are transporting water, gasoline, kerosene, rice, toilet paper, antiseptic etc.  Aieru-no-kai will accept these materials.  It is necessary to discuss with the Nippon Foundation and other organizations if Koriyama can be used as the logistic center.

1. IL Center Fukushima (Fukushima-city)
In accessible apartment possessed by CIL and in other area of the city, 14 persons with disabilities live.  They have no water and gasoline.  Neighboring farmers bring foods.  Due to lack of fuel, personal assistants cannot visit persons with disabilities.

2. Aieru-no-kai (Koriyama city)
This center takes care of 40 persons with disabilities including those who require medical care like ALS.  Consumable supplies of medical care and gasoline are shortcoming.

3. Fukushi-no-machidukuri-no-kai (Tamura-city)
At this moment, 10 persons with disabilities and personal assistants spontaneously evacuate in a hostel in Showa-village.  They plan to move to Niigata Prefecture.

4. Iwaki IL Center (Iwaki-city)
Tomorrow, members will evacuate in Toyama-Sunrise in Tokyo.

<Situation in Miyagi Prefecture>
In collaboration with the Nippon Foundation, JIL secured a route to bring aid materials regularly to Sendai and Natori cities.  Now coordinating with CIL Tasuketto if it can be a center to support persons with disabilities in that area.

1. CIL Tasuketto (Sendai city)
  Electricity is available now.  Taking care of 5 persons with disabilities and 4 non-disabled staffs.  Lack of gasoline, personal assistant services get stuck. Yesterday, 2 power-assist bicycles were brought to Tasuketto.

2. Tsudoi no ie (Sendai city)
  Mr. Toyokawa of Tasuketto informed us to support Tsudoi, an institution for persons with severe and profound disabilities.  Its office is partly destroyed. Utilities are also disconnected.  Although it is not a residential institution, their family members are also affected and it is difficult to live in shelters.  At this moment, 40 persons with disabilities evacuate in Tsudoi.
  Shortage of diaper, toilet paper and other medical consumables. Yesterday, such items are brought through Tasuketto.

3. Arinomama-sha (Sendai city)
  Around 60 persons with disabilities live there.  Water is not available.  Yesterday, diaper and other items were brought to Arinomama
