Aids do not reach those who need it (22 March)

Report from AJU Support Team (AJU IL Center in Nagoya is sending a team to Sendai-city, Miyagi Prefecture)

   A lot of goods have been sent, but there is no way to send individuals to meet their needs.  Tasuketto, an Independent Living Center in Sendai, has got necessary aids from Tokyo and begins to distribute them to persons in need.

   Securing routes is our challenge.  Affected area is too large for Tasuketto to cover everyone, as it does not have enough manpower and fuel by itself.  To cover all Miyagi Prefecture, we asked 25 municipal social welfare councils to support this mission.  Lack of fuel is their common problem.  Some of them offered to bring our materials when they visit homes of the elderly for nursing care.  Some failed to introduce appropriate officers to deal with this matter.

   It also became a part of our mission to identify the contact address of each municipality to consult with logistics.  While municipalities set up their own HQ for the relief by themselves, municipal social welfare councils also have their own volunteer centers. 

   Even if municipalities receive a lot of aids, there is no coordination and management on site.  So, no one can answer if the aids in the barns are enough.

   Aids are not provided adequately for persons who are really in need.  Especially, isolated shelters or towns are obvious examples.  If a place is reported on TV or newspapers, the place would be able to get a lot of food and other goods, but other places are left under very severe situations.  An efficient system must be developed as soon as possible in order to distribute aids appropriately to the places in need.  This is a matter of saving lives of persons there.

  Today, we got an alarming phone call from an elderly person who lives alone. He was refused to stay at a shelter because his home was not destroyed.  However, he did not have any stock of foods today, as food is provided only for persons in shelters.
